Rules and Regulations of the 6th Iran International Green Film Festival:

With the aim of promoting the culture of environmental protection with artistic expression and recognizing relevant valuable artworks to increase public awareness on environmental matters, the 6th International Green Film Festival of Iran will be held under the supervision of Iran’s Department of Environment.

 

Goals:

1- Promotion of culture and increasing public awareness on environmental conservation

2-Creating closer bonds between artists and society on environmental protection subjects

3-Encouraging the production of high quality and creative artistic and cinematic artworks on environmental issues

 

Policies:

1-To encourage public contribution in protecting nature and environment through cinema and visual arts

2-To draw the attention of national and international authorities to the necessity of protecting the environment

3-To encourage and reward public, celebrities’ and authorities’ participation in protecting the environment

IIGFF6 will have “Green Economy” as its main theme, focusing on “Sustainable Cities”, “Sustainable Tourism” and “Clean Energy”. Films and artworks that are related to this theme will have priority over other submitted works. Although films and artworks covering other subjects related to the environment still have the chance to compete and win.

* IIGFF6 Non-Competitive Section

 

A: Holding seminars, conferences and workshops related to cultural, artistic and educational subjects regarding environmental protection especially about the main themes of the IIGFF6.

 

B: Holding a sideline exhibition of “Green Design” artworks

 

C: Screening films and video clips on the following subjects:

 

    Selected films and video clips for children and young adults including artworks on the environment made by children and young adults as well as those made to educate and raise awareness among children and young adults.

    Selected films and video clips with the theme of sustainable tourism. Those include films and video clips that introduce sustainable tourism or eco-tourism, its concepts and related national and international projects.

    Selected films made by the rangers of Iran’s Department of Environment Protection. Those are films made by the rangers about their daily activity, biodiversity, illegal hunting, eye-catching scenes in the protected areas, local contribution and local projects.

    Films illustrating the efforts and implemented projects of industries and services to green their activities. Those are films and video clips produced by the industries and services on undertakings to minimize the effects of their activities on the environment as well as their own reparative and instructive efforts that can be repeated by other industries with similar activities.

 

The selected best films and clips in above categories will be rewarded.

 

D: Introduction of the environmental campaigns and the participatory projects with environmental themes.

Environmental campaigns are among the most important participatory and culture-promoting initiatives and tools in social fields and especially in environmental protection. Iran’s International Green Film Festival with regard to its huge national and international potentials is planning to bring together the active campaigns and possibly create new ones, thus creating opportunities for environmental campaigns to grow and reach more people. Hence the executive team of the IIGFF6 invites all environmental campaigns to cooperate. Records show that joint projects by local communities and the NGOs that are implemented in local scales, make a significant effect on sustainable development and the promotion of the environment. Therefore, the IIGFF plans to introduce and promote these projects during its 6th edition. Accordingly the NGOs which have implemented or are implementing projects relating to environment protection and sustainable development are invited to contact the festival’s executive team in order to introduce their projects in the festival.

 

 Review panels, Jury panels and awards

The Review panels, Jury panels and awards of the 6th Iran Green Film Festival are as follows:

 

Cinema section

The selection panel consisting of filmmakers and environmental experts will evaluate the submitted artworks and select the best of them to enter competition.

A jury panel will evaluate the movies in the competition section and grant them awards as follows:

 

Fiction

 

    Golden Gazelle and a $5,000 prize money for the best full-length fiction film

    Golden Gazelle and a $3,000 prize money for the best short fiction film

    Golden Gazelle and a $2,000 prize money for a significant and effective national film decided by the jury panel.

 

Documentary

– Golden Gazelle and a $5,000 prize money for the best full-length documentary film

– Golden Gazelle and a $3,000 prize money for the best short documentary film

– Honorary diploma and a $2,000 special prize money decided by the jury panel for the best national documentary film

 

 Animation

– Golden Gazelle and a $3,000 prize money for the best animation film

– Honorary diploma and a $2,000 special prize money decided by the jury panel for the best national animation film

 

 Experimental Films

– Golden Gazelle and a $1,000 prize money for the best experimental film

 

Rules and regulations to follow in the Cinema section

Conditions for accepting films:

 

    The main topic of the festival is environment protection and the submitted films must be related to the main topic.

    The Entries should not be against Islamic rules and the laws of the Islamic Republic of Iran. In case there are contradictions in a few sequences or shots, IIGFF is allowed to edit them.

    Entries should have a release date of January 1st, 2014 and onwards.

    Filmmakers who wish to submit more than one movie must submit a separate DVD for each one. Each DVD must bear photos of the director, the stage and the backstage, two pieces from each.

    All non-English films that make it into the competition section of the festival must have English subtitle.

    After a movie is selected for the competition section it cannot be withdrawn from the schedule.

    After the films are submitted to the festival, they cannot be changed or resubmitted.

    The festival secretariat will not be responsible for any possible damage caused by the improper submission of films by the participants.

    The invited award winners or their representatives must attend the closing ceremony of the festival.

    The festival secretariat has the authority to set the timetable to screen the films and no complaints related to the screening schedule would be accepted.

    The film producer or his/her legal representative allow the festival secretariat to make adequate copies of their artworks in order to be screened in various cities and theater halls across Iran during the 6th Green Film Festival. The festival for his part is committed to fully protect the copies and not provide access to them to non-related persons or companies.

    The festival shall not take any responsibility if any of the films are submitted with wrong or fake documents. The festival shall not allow the films into the competition unless their submission documents are perfect.

    All filmmakers, institutions, governmental organizations and private producers may take part in the festival. There is no restriction in the number of films that a person or a corporation may submit.

    Enrolling for the IIGFF6 competition is only possible through the internet. Hence all applicants should fill the special application form to be found in the festival’s website (www.iigff.org) and receive their registration code. The applicants should then rename the file of their films with the registration code before sending copies to the festival.

    The process of sending the films to the festival’s secretariat is a two-step procedure. Therefore after submitting on the festival’s website, the preview copy together with the tracking code must be sent not later than May 21st, 2017. If the movie is selected for competition, the final version with high quality and English subtitles must be sent not later than June 21st, 2017, and this version will be screened in the festival.

    If the submitted movie has been uploaded on the web, the link to the site with the related password should be sent via email together with the tracking code received and a picture of the applicants ID to the festival’s secretariat at international@iigff.org and the applicant will be informed about the following steps consequently.

    Submitted films cannot be changed or resent under any circumstances.

    The films chosen by the selection panel to take part in the competition section, will be screened in the festival and receive the related certificate.

    Final copies that are sent to the festival after the deadline or lack the technical or screening standards, will be eliminated from the competition section.

    Filling in and submitting the entry form means that the participant has accepted all terms, conditions, rules and regulations of the festival.

    The entry form must be filled by the producer(s) of the film(s) or by their legal representatives.

    The festival’s executive team is entitled to use a maximum of 30 seconds of the selected films for advertisement or informing purposes.

    The festival’s executive team is entitled to decide whether to grant prizes in any of the different sections of the festival in case there are not enough entries in those sections. Such a decision and its reasoning will be announced on the festival’s website.

    The non-competitive section of the festival will be held only if adequate entries with sufficient quality exist. These will be decided by the executive team of the IIGFF6.

    The applicants are advised to read the “technical specifications of acceptable movies” in article 24, before sending their artworks.

    Required specifications for films:

    All films must be presented in data files and be readable on Blue ray Disk and DVD (Data). Selected films must be delivered in one of the following formats:

    – MP4

    – AVI

    – MOV

    – HD or 4K Resolution

    The process of sending the films to the festival has two phases. If a film is selected for the competition section (based on the preview version) its main high-quality file containing English subtitles must be sent to the festival to be screened. So please avoid sending your final copies in DVD video or VOB format. Furthermore the festival secretariat refuses to accept films on DVcam or HDcam tapes. Due to the high number of artworks and the time limitation, corrupt files or those not exported in desired formats will not be allowed into the selection stage.

    Copies of films sent for review will not be returned.

    In case of issues not foreseen in regulations, ambiguities in regulations or changes in rules, the festival director is entitled to make the final decision.

    The results of reviewing sessions, the list of nominees and all news and events of Iran’s 6th International Green Film Festival can specifically be found on the official website of the festival at www.iigff.org. Hence no information on those issues will be given through phone calls.

    The festival has no responsibility over possible problems before they reach the secretariat or after (if) they are delivered to the post office to be returned to their owners.

 

 Visual arts competition section

Reviewing, voting & awards

 

A reviewing and selection committee consisted of visual arts and environmental experts will evaluate the submitted artworks of Caricature, Graphic Design, Conceptual Art, Video Art, Photography and Illustration before nominating the best for the competition section and displaying in the gallery of the IIGFF6.

The top artwork in each category will be awarded a golden Gazelle plus $1,000 prize money. The jury panel is entitled to also choose one significant Iranian artwork in each of the above categories. Those selected artworks will be praised and awarded an Iranian gold coin.

 

Regulations of the Visual arts section

 

    IIGFF6 will have “Green Economy” as its main theme, focusing on “Sustainable Cities”, “Sustainable Tourism” and “Clean Energy”. Artworks that are related to this theme will have priority over other submitted works. However, the artworks covering other subjects related to the environment still have the chance to be selected and win the award.

    The Entries should not be against Islamic rules and the law of the Islamic Republic of Iran.

    Each artist is allowed to submit no more than 5 artworks in each category of this section. The jury panel is entitled to select any of them to take part in the festival.

    Entries should have a release date of January 1st, 2014 and onwards.

    After an artwork is selected for the competition section it cannot be withdrawn from the schedule.

    After the artworks are submitted to the festival, they cannot be changed or resubmitted.

    The artists, whose artworks are selected to be displayed at the visual arts exhibition, will receive the related certificate.

    In case an artwork or its submitter is found to be in violation of the rules and regulations of the festival, the related artwork would be eliminated at any phase.

    The participants are obliged to accept any unforeseen changes made by the executive team in extraordinary conditions.

    The information put in the application form in any of the categories will be used in the publications and exhibition brochures. Hence the participants are responsible over the accuracy of the information.

    The owner of the artwork whether a person or a company must fill in the application form.

    The artworks nominated for the competition section will be displayed at an exhibition. The location of the exhibition and the way they are displayed will be decided by the festival secretariat and no complaint is accepted in this regard.

    The IIGFF is entitled to use the artworks that are displayed in the exhibition, in books and other publications, advertisements and data banks while citing the artists’ names.

    The participants must fill the submission form to be found on the festival’s website and receive their tracking code, then rename their artworks data file by the title of the artwork and send it to visualartsiigff@gmail.com not later than May 21, 2017. The email should also include:

    The tracking code received during the registration process.

    A scanned file of the artist’s national ID card.

    A scanned file of the artist’s photo in 3*4 cm size.

    Sending the artwork means that the artist has accepted all rules and regulations of the festival. As the admission of artworks takes place in a single phase, it’s necessary that the desired specifications of the IIGFF are observed and the festival will not accept artworks that do not have the stated specifications.

    The desired quality accepted by the festival in different sections is as follows:

    Quality and dimensions of graphic design, illustration, caricature and photography artworks

    Graphic section: Send your works in 100×70, resolution of 100 DPI and TIF format.

    Imagery section: Send your works in 40 cm width, resolution of 150 DPI and TIF format.

    Digital art section: Send your works in 40 cm width, resolution of 150 DPI and TIF format.

    Photography section: Send your works in 50 cm width, resolution of 150 DPI and TIF format.

 

        Submitted images can be colored or monochrome. The quality of the image should be chosen in a way that the file size would not exceed 4MB.

        Processing the photos with software such as Photoshop is allowed only if it’s limited to correcting the light and color

 

    The desired quality and the submission of video art to the festival is the same as conditions stated in the cinema section.

    Regarding conceptual art, the information and description of artworks should be sent via the festival’s email stated above. If the jury panel confirms the artwork, a copy would be sent to be displayed at the conceptual arts exhibition. The artwork’s owner must be committed to be stand-by to display or test it – if needed – since 2 days before the opening of the festival. Otherwise the festival is allowed to dismiss the artwork.

    The participant (one who sends the artwork’s data file) is recognized as the owner of the artwork and possible claims regarding the ownership is not within the scope of the festival’s responsibility.

    All artworks related to the festival’s theme in any of the categories can make their way into the festival with any techniques.

    The participants must take their artworks back from the festival secretariat not later than three weeks after the closure of the festival. Otherwise the secretariat would have no responsibility over possible problems.

    Works sent will not be returned

    In case of issues not foreseen in regulations, ambiguities in regulations or changes in the rules, the final decision will be made by the executive team of the festival.

    There are no restrictions for participation of works in other festivals.
